Virginia Governor’s Senior Advisor Brings Mediation Background
Through mediation the parties managed to hammer out an agreement that resulted in a bill that passed the legislature in March 2006. In a letter to Governing magazine, Senate Majority Leader Walter Stosch described the process as a “bipartisan model of how to address a complex policy problem.” (Governing, June 2006, pg 14) Senator Stosch himself is a mediator.
Rubin helped draft the Virginia Dispute Resolution Act that passed in 2002 and subsequently was appointed by then Governor Warner to serve on the Interagency Dispute Resolution Advisory Council which advises the Secretary of Administration on use of ADR. The Council is made up of appointees of the Governor and agency dispute resolution coordinators.
Rubin also served as a member of the Dispute Resolution Services Advisory Council of the Virginia Supreme Court. He has taught mediation at the University of Richmond, the College of William and Mary and the University of Virginia School of Law.
