Principles for Collaborative Governance Centers

Members of UNCG are dedicated to fostering the highest standards of performance in their roles as neutral forums and resource and service centers that aid in the practice of collaborative governance.  These centers are committed to the support of learning and advancing shared knowledge of collaborative governance practices.

To that end, UNCG has developed a common set of principles that its members agree to adhere to in their organizational operations, functions, and practices. The principles reflect a commitment to maintaining the integrity and excellence of the programs and practices of these centers.

Each center has or will have an organizational charter or set of policies that articulates the principles as well as appropriate policies and standards to guide their practices.

Collaborative Capacity Work Group

The UNCG Collaborative Capacity Work Group composed of UNCG members and agency experts is developing a collaborative capacity guidance document for managers and leaders who are engaged in collaborative governance settings and are interested in building organizational collaborative capacity. This is be explored in the context of the evolving understanding of collaborative governance, the UNCG Guide to Collaborative Competencies, and recent organizational efforts conducting collaborative capacity assessments and resulting programs. Collaborative Governance Competencies for Public Managers

UNCG has developed a set of competencies that public managers and planners need for the practice of collaborative governance. While many member centers provide training within their own states and communities, members are taking a Network-wide approach to determine how to teach and learn these competencies, when they are needed in which professional roles, and where such training is available. Joint Member Projects

Patient Centered Outcome Research

The Patient Centered Outcomes Research Institute (PCORI) was established by the US Congress through the 2010 Patient Protection and Affordable Care Act. PCORI wants to make sure that patients and patients’ concerns are part of all of its research. Oregon Health and Sciences University, along with PCI and members of UNCG, are holding several discussions around the country to help PCORI learn more about what they can do in 2012. The information will help researchers identify the best ways to include patients in different parts of research, including identifying topics that are important to patients, designing studies, completing research, analyzing data, and communicating results. Information will guide future work in these areas and will help explain how best to include patients in research. Participating member centers: Massachusetts Office of Public Collaboration (UMASS Boston), Fanning Institute (University of Georgia), Public Issues Collaboration Program (Creighton University), Center for Public Collaboration (California State University Sacramento), National Policy Consensus Center (Portland State University).

Sustainable Communities Partnership

In June 2009, the Department of Housing and Urban Development (HUD), Department of Transportation (DOT), and Environmental Protection Agency (EPA) joined together to form the Partnership for Sustainable Communities. In Spring 2010, Oregon Consensus and the William D. Ruckelshaus Center designed and facilitated community meetings to provide an opportunity for the HUD, DOT, and EPA regional administrators to meet with transportation, housing, and environmental leaders in Oregon and Washington.

Regional Environment and Natural Resource Forums

These regional Forums are a neutral place for regional environmental leaders from federal, state, local and tribal governments to identify emerging issues of mutual interest and map a strategy for addressing them.  The pilot Forum was launched in the Pacific Northwest in the Spring of 2010. UNCG members are assessing the possibilities for establishing REFs in their regions.

Dialogue and Deliberation Regional Events

UNCG members in Massachusetts, Oregon, Texas, and Colorado partnered with the National Coalitions for Dialogue and Deliberation to organize regional, one-day conferences for leaders, public engagement practitioners, philanthropists, academics, students and citizen groups.
